oh and i do not want so i'm gonna be focusing on three areas and risk evaluation
00:00:06
the building little and what science i mentioned access and a mechanism delivery and funding
00:00:16
one of the outcomes of the last one response was this version of uh of donors to this
00:00:22
that because of a allegations of corruption or absence corruption in up
00:00:27
uh_huh to um yeah allegations of corruption in the especially
00:00:33
in the the worst affected areas in somalia
00:00:35
so but this is a missed opportunity because um local and national out
00:00:40
and she goes to have the close proximity to those uh worst affected
00:00:45
um are not being able to uh access funding from donors directly
00:00:50
uh maybe funding that is being received by and u. i. n. g. o.s is being final to them but even then
00:00:56
and i and use of also taken this uh aversion to risk um so
00:01:02
we have to consider that some of these um the the people who are most affected
00:01:07
or or uh most appropriate then fisheries are not being accessed uh because of those
00:01:12
that that they're present in those um how's about controlled areas and that uh i
00:01:17
and use the do not have access to um so linking to that's um
00:01:23
this the this issue of access you're seeing i. n. g. o.s um complicating in areas um
00:01:29
um for example in the southwest of somebody at well one of
00:01:33
the regions that's most been most affected by the drought
00:01:37
um and we found in conditions is by region and yeah you're seeing a a number of factors there but
00:01:44
only focusing within one district and even then in one town so that it gives the perception that there
00:01:50
i'm serving um the whole region whereas where the the needs of that region
00:01:55
are still unknown because people are unwilling to go beyond that so
00:01:59
it should be some flexibility from donors and for mind used to see how they can work with including a
00:02:06
local and national n. g. o.s in in the response um who would be willing to take that risk
00:02:12
maybe minimising not risk because they know that those uh communities that that
00:02:16
had a better and the the context of the area um
00:02:21
be the other issue is um i mean we've talked we've heard um this morning and
00:02:27
the previous sessions the this issue of uh committing to the grand bargain um
00:02:33
initiative and one of that one of those commitments it is um it to support so look playstation eight
00:02:39
so i'm an opportunity there would be okay if the risk is the perceived risk is too great
00:02:46
self uh involving local national and euros and to respond to who are often the first
00:02:52
crisis hits um maybe there should be a a scale up of um
00:02:58
a capacity eating those n. g. o.s um or if that risk
00:03:02
is too great stand looking at a new site such that
00:03:05
touched on it a bit um in more innovative ways of reaching those
00:03:09
um uh and fisheries who are hard to reach so maybe looking at um
00:03:15
uh working with private sector or a religious leaders
00:03:19
to at least do the targeting registration
00:03:22
and then maybe using um mobile money transfers as was mentioned this morning which is uh
00:03:27
being used a lot of and find use now so that there is
00:03:31
that minimum that reduction of risk of a diversion of fraud
00:03:35
and then the last point is uh about the funding my cousin there's no one
00:03:39
uh funding and delivery mechanism in somalia um when a
00:03:44
platform through which a donors would be able to
00:03:47
um effectively and efficiently final their funds through and to make sure that it's just repeated
00:03:54
and uh even minor and reaching the most appropriate or effective uh been fisheries um
00:04:00
so we're seeing and videos competing for her um the same types of that funding
00:04:05
um but not actually maybe saving the most affected uh beneficial
00:04:10
so an opportunity would be to to maybe focus on um
00:04:16
maybe improving be the current platform in somalia the
00:04:19
scope system that was mentioned um by um
00:04:25
by maybe supporting the b. f. p. to outsource that a platform
00:04:30
because at the moment we've only been able to get
00:04:33
um i think one other angie on a platform so helping other and use on the ground access those
00:04:39
uh that platform so that we can uh reduce duplication we
00:04:43
can actually have a sense of who's doing what where
00:04:47
and maybe improve uh our response in that area and and then just one point i know running
00:04:53
out of time um just linking back to the first panel about the future of cash
00:04:59
um i think we're seeing a trend um across africa and i think
00:05:04
globally this uh i need to invest more in social protection
00:05:08
um because i think we've seen some some evidence of some
00:05:12
literature on the fact that if we invested more in
00:05:15
social protection be would reduce the amount going into you maintain
00:05:18
response and you'd have a mechanism for foundation um
00:05:23
ready if if a social protection system was put in place where
00:05:27
we could scale off if uh if my ten response
