um i'm gonna uh just gonna pick up on a couple of the points that um my colleagues on

uh on the panel michael panels a mention to do we and and specifically in relation to somalia

and many of which are relevant to any context to operate so i'm not just gonna buy caviar

uh and then maybe talk about some opportunities that um you know i would see going

forward and specifically links to collaboration i'm i'm not talk a lot about the

uh the c. c. d. which uh and which christina into just a as part of my by
00:01:20
or so um the uh i collaborative cash to liberate that form as we called it
00:01:26
is uh and the lines or group of fourteen and euros and how
00:01:31
uh that's um that got together and is looking at how
00:01:35
uh how to what is effective models of collaboration

uh and then how can we ensure that collaboration uh i'm
00:01:44
good collaboration leads to more uh efficient and effective responses

and i was glad that casino brought the efficiency and effectiveness a piece

t. v. as well because i do think it's important you know we we talk about value for money

and you know i think people for the job of thinking about the efficiency piece which is about the cost

and the value uh is something that you know we'll set to focus on i think that's why hopefully

it says that there it's about taking quality programs to scale so it's the quality pieces well

um so the uh and i'm not sure that's so i'm a collaborative castillo reply from does or c. c. d.

um uh you were getting together looking at how can we advance a can a collaboration than sector

for operational uh reasons and ultimately to deliver more for

um verbal populations around the world like um

and that uh i mean i i i just want to pick up into things i mean i think

uh echo mentioned this morning and uh and really you that and also um sort of mastercard around

you know they desire to see humanity in actors come together

i'm collaborate because it's easier from both of those perspectives to deal with

um i kind of harmon i standards a collective um so from posting from

the donor side and a private sector site and that was uh

to me what i heard is a kind of clear request up for
00:03:08
collaboration that would make their job easier on both sides so

i can uh it's reassuring to see that we're all humanity the actors talking about collaboration today

i'm going on to uh just some of the points that were raised to the uh i i run somalia

in two thousand eleven you know as you know we've mentions was um you know was the
00:03:30
biggest cash response over time it was al also uh uh one of the most
00:03:36
um well documents it's uh um responses in terms of lessons and
00:03:41
and you know looking at the current response that is clearly in a lot of uh improvements mates
00:03:47
um and a lot of the the lessons learned where actually
00:03:50
implemented which resulted in in many ways in a um
00:03:55
and and and affective response um you know there there's others that it is for improvement but definitely betterment than last time

you know any warning systems worked uh i think that funding came online a lot quicker
00:04:07
um and uh done than previously and and that's the positive but
00:04:12
we still notice that there was and you know there's a lot of improvements to
00:04:15
be made there were still challenges as as a michael panels of highlighted
00:04:20
a couple of them uh i wanted to just rees quickly um one is um it's
00:04:26
uh uh the use of consortia um so the cash response i
00:04:32
mean i was it in february and i tend to the
00:04:34
number of record emission meetings uh in nairobi and what i noticed
00:04:39
was that despite the fact that there is cached scale
00:04:43
uh it's really late by for a a few mean consortia and they
00:04:48
were existing consortia that existed three the response nudging designs and
00:04:53
so just so you're not really set up for that emergency

response while uh uh the mechanisms where they are

to distribute funds through through these existing consortia i think an important important point to note is that

they would maybe we're not necessarily set out to do response or invested
00:05:10
enough unprepared must act quickly to get cash to good scale

and in fact when i was in in some record mission meetings what i hertz uh

it country to um i think what's that on the panel before was that

but the majority tears where requesting capacity in cash and they were
00:05:27
requesting a standards and the guidance and harmon next approaches that
00:05:32
they could use to develop their own catch a program
00:05:37
and that was uh something that the pure it's lacking at the time um
00:05:43
or to mention catch working good you know that the cats working group you know in my own passing opinion

has has done great work a a in um given the fact only started and jenny was in it

but why did it take so long to come on board a given the fact

that response starts it's a fairly uh earlier uh in the year before

um so again i think there's there's lessons we can learn to to do better uh i

i know i only have a minute or so that so i'm gonna try to cover

focus on these key points here and collaboration um why so why

did as it my last point why there should be um

cash working group and coordination collaboration mechanisms not kick and earlier i mean genius of like

that was a big weakness in terms of preparedness is not usually comes cash i think we all face

i'm a lack of a sufficient an adequate funding resurfacing of preparedness

efforts for emergencies even though we know that somalia has
00:06:42
cyclical uh jokes and actresses like this yes it is better
00:06:47
but it wasn't good enough i don't think so um

what do we do i act is to go to the opportunities 'cause it one and a positive now and i do think that uh

be again the the piece about collaboration and what we in the c.

c. d. are trying to do is is look at uh

uh a more of a modular approach recognising that context are all

different everywhere we call collaboration looks very different and every place

given you know the diversity of actors the diversity of capacity on the grounds um and you know context are different everywhere

i was really in college d. c. unit she's ours presentation today that um effectively

with saying that mother that let's stop thinking about operating models as such

and that's think about more of a what we call in c. c. d. a modular approach

our breaking up that value chain even more than uh what i call has done and with these guidelines

from displacement everything else but let's break it down even farther and look at his best place to the wall

and humanities system i think if we do that uh it's it that's really

gonna for this the greatest opportunity to come together and collaborate more effectively
