landscape countryside with villages and small towns connected

uh with the system of collaboration today this region is fragmented

and dysfunctional um and these uh signs are visible

uh participation on collaboration is dead decision making process

um eh a leading us into the fragmented social governance

and uh urban structures showing the facts and problems as

look at the community of this place looking closely into the potentials

a possible re appropriation of space uh on the district level

helping me on one hand to develop concepts for the overall region

abstract scenarios uh for a

community which stands for different communities in that region

so let's scale down to the community of road of explaining the cons complexity and the conflicts of the system

um since almost fifty years this community presents crises of governance uh uh
00:05:55
so on one hand there is a prominent conflict between the priorities

after the municipalities institutions all the regional administration and
00:06:05
and institutions and the needs of the community
00:06:10
it will be about the existing road infrastructure followed by increasing
00:06:15
emissions uh of c. o. two p. m. two point
00:06:18
five or ten as well as an o. two noise in other pollution pollutants the city wants to build
00:06:25
uh more and white remotes for more cars of course of the
00:06:27
car infrastructure has the absolute priority and the way of planning
00:06:32
uh hasn't changed since the last um seventy is

for the last forty years the community on the other side is fighting in
00:06:41
opposing the project of constructing a new highway and whitening the other um
00:06:50
so there are or facial meetings uh to inform not
00:06:54
to just uh uh let them participate energy just

inform the citizen about the plans but the decision makers to listen what citizen want this happened

um for instance an instance by adding more lanes uh uh the into
00:07:10
and it has led to employing a lawyer even by the
00:07:13
community to oppose plans but apparently even this did
00:07:17
not work um for the last forty years the the comedian phoned up is opposing the project and um

they want a covered highway um uh uh
00:07:29
of course to get the cancel the noise and to reduce the pollution but
00:07:35
this is being said to be expensive in other cities in germany
00:07:39
other countries is is happening uh quite often as i know from time burke from munich et cetera et cetera

so the conflict in front of is the story of iteration a typical situation

but very closely uh uh uh to this part um

in the where there is this plate uh

saying to a fellow citizens in this plane uh a highway has almost destroyed the scenic landscape

and the action uh a citizen action committees forgot to the to the book which is a long stretch of road have

stopped beside it please help us to sustain the nature here

and elsewhere so this is a kind of tom stone

remembering that there was a long successful fight and feels full public discussion the the discussion

but this was leading to a public uh really announcement of these highway plans

let's go get it a little bit more close um to the situation

uh i want to talk about the is because capes uh that in as a method
00:08:48
to uh but look at the different layer as a and in no time line

um so first of all we we want to look at the p. i. industrial area

as it looks um one a hundred and not actually actually two hundred years ago

there was a system grow slowly over the centuries
00:09:11
oh and with different communities and uh villages and towns and i mentioned that already um

it was even the small displays shot searches for a lot with
00:09:21
less than one hundred inhabitants uh this had a role um
00:09:28
within this large natural system of dependencies and into relations
00:09:34
there wasn't it to change it in exchange between little town is at
00:09:39
frito is ions villages uh this was the time when mine start
00:09:46
uh this was a time where uh oh natural collaboration uh uh
00:09:53
was based on physical and not physical connections between
00:10:00
it's economics road and what infrastructure so

this was the start of the uh industrial

revolution and um it's happened um uh

after the industrial revolution um collaboration meant something else it was um

another relationship formed by the labour down in the mine

the steel industry in close vicinity and the pressure of uses units of

labour so most important connection when not the small country roads anymore

um yeah but a regional that work of huge of big

in a infrastructure uh which is a a private

and public we always prided energy pipelines gas

all steam and regional overhead power lines

the settlements for the work 'cause we're both very close to

these industrial areas uh there was a link between industry

energy in economy society was just another element of it
00:11:18
it was just locked into that system of the three others and i mentioned before

the priority in these industrial times uh was to connect um the relevant in
00:11:34
regional industries one to another but not the people after the industrial relations
00:11:39
these use less use this remains of the old infrastructures um
00:11:45
bill to at least at at last a long time have created void it's connected by unused
00:11:51
areas dysfunctional created left over infrastructure as you as you can see here uh
00:11:59
infrastructure of the mining infrastructure of of uh
00:12:03
uh joining industries so these are actually a brownfield areas

in the vicinity of uh our community we're looking clothes of
00:12:14
so this is kind of landscape of leftovers i'm just functional creating
00:12:19
dysfunctional conflicts uh in many parts of the region region

and um collaboration is not existing anymore in fact
00:12:29
it's it it's a crisis of collaboration
00:12:32
i like to continue with this uh the period i'm
00:12:37
one specific aspect needs to be it noted here

the industrial revolution has one big leaguers see which will
00:12:45
last for eternity because of the mining and
00:12:49
the local to uh the local production large parts of the rue area of the the rule region

our areas with substance caused by the mining as you can see here in

this little picture this was before the cold has mean dig out

and if you dig all the cool out the the as uh the the web these subsidies by
00:13:12
sometimes up to twenty meter could do this will create hills and valleys actually in new landscape

and the need of pumping the water the way because the

water and then a table is still the same

so without pumping the one fifth uh without any prompting in that region

one for out of the war region would be a huge like

that would be flattered as pull those and residential play areas

down towns round feels roads and rubber tracks would it would just be part of a big like

so currently um the way area has the biggest

um density of highways in germany so in this small area you

can see already a too big highways crossing had this community

the police intrigue region has four million people with

fifty different cities so actually the way area is

a european metropolitan city without a name because

it's everything very close um the souls will the governance of the rubber fragmentation can be

experience throughout the region in all fields with all consequences and at different places

and here you get an overview um of the

uh consequences and how the citizens experience it
00:14:52
um hum these of the threats so that it is a lot of unemployment better benefit

there is a premature death because of respiratory diseases

because of pollution because of noise and uh

these slides uh i mention the very first beginning uh will prove

that there uh there is really the life except expectancy alone

this stretch uh of the road in the middle of the worker who area is is less

there is a lot of air pollution by you know to uh uh and uh mm

the ethnicity is a around essen are frightened by

uh the mobility stop uh uh and

the this on the mobility is uh actually frightened for the inhabitants and all the workers

and finally the whole area uh has a very bad

shape from renewable sources uh the where a uh

there's still cool and all instead of renewable energies as you can see you by the numbers

i skip that it so the fragmentation of this area

is is is now being seen here um

and let me just go into the collaboration concept um

the creation i just quoted the creation of the industrial revolution was

a remarkable about of imagination in that area what comes next

needs to be even so more so so we we

need a vision for developing this area um

and a one person of our community says we need a vision

we need an idea we need a tentative instead of just
00:16:56
repairing it by piecemeal uh um and little sector all the steps

we need we shouldn't vision for the next uh for the future for the next

fifty is and the local potentials from um from uh our point of view

it is instead of looking at the small changes we need to make a uh get into big ideas

the what area and the reason is too big to change and to to uh

to modify it as a as a whole um the big infrastructure of the um
00:17:32
industries asian is almost untouchable need unconventional

and disruptive approaches so instead of
00:17:39
having a top down we choose a bottom up approach with the friend off
00:17:44
um community we have a couple of problems we have leftovers infrastructure we have pulled the
00:17:50
areas which could be flooded immediately it to solve all problems actually um we um
00:17:57
and we have the uh uh a highway a forty you you can see here

with the red uh a line and we have a lively active community
00:18:08
and the trends which show for the uh future development uh where it is
00:18:12
possible so we take the problems as potentials and shots chances um
00:18:20
we have a community based organisations first of all the
00:18:24
cool the coal mines could be used as
00:18:27
pumped storage hydropower stations as you can see you on the upper right hand side um
00:18:34
where commands down in the mine hold water um a them
00:18:39
after a generating power with the turbines the water
00:18:43
from the upper reservoir running down through
00:18:46
the turbines in their mind this is completed complimentary to the foot of what hike
00:18:50
in this the the area generated a generating electricity and uh the a
00:18:56
buyer most power a plant altogether at creating a local energy cluster

so local lakes whether the community these little relates to uh create more storage
00:19:09
for the first for the pop storage power plants but also
00:19:12
useful for the local recreation and environmental quality in these
00:19:17
enables the energy class or as a system is creating a locally
00:19:22
run company making money to be invested into the upgrade off week

or a community so this was a completely turned around

uh for uh a friend of in terms of economic economy ecology sustainability and socially
00:19:39
um this will be the framework for scenarios um uh on
00:19:45
the economy the economy by the education and the investment
00:19:50
yeah in into the neighbourhood issues so all uh measures and actions will be uh organised

along with criteria minimising the impact on climate change uh reducing c. o. two emissions

uh urban health reducing uh uh find particle matter and i
00:20:08
know too and of course working with the local community

at first sight it might look like it's more radical community actually like gastric suitable x.

uh against the big decision makers but today we need again mention that a

comprehensive integrated approach which we with regard to the or the system

we need a a change going i had it will need to change

agents here is it a community and not a single person

starting with new attitudes and starting with a new and when it's

with regard to the red and a good and highway

of course in twenty fifty there will be needed regional mobility patterns completely

it being changed there will be intermodal mobility with uh uh which

is is a dominated by a new system of short middle

and long rage a public transport to be completed by active mobility walking and biking as

well as autonomous cars and taxis so the a forty will be is silent um

and uh but facing this um let me summarise the main points of the key points

so first of all we say as a result of the dust with as region today we can see

fragmentation specially spatially and socially we can see

over top down is um is dominating the bottom up

the second step against this background of climate change climate adaptation the

knowledge of the sustainable development goals and you are agenda uh

we need to act carefully developing existing cities uh townsend
00:23:24
region we have to reduce ear to when
00:23:26
all these pollutants improving problem how of adapting to climate change and keeping up well being
00:23:33
and identity and raising the quality of life instead
00:23:36
of following the big infrastructure systems and trying
00:23:40
to work out to change the little pieces and still having the big infrastructure we
00:23:45
prefer to place the decision making process uh a process on a coordinated small scale system
00:23:52
on neighbourhood level um foster collaboration have put
00:23:56
forward a active mobility short range mobility
