our um of mission statement uh we believe that we have to think

we're increasingly developing uh is kind of danger is unhealthy

crowded aggressive regions soul uh but it's kind of discussion

what shall we do with this with the city

and therefore we have not only to think about what he or architecture or

infrastructure i think we have to look at this as in written system

yes ah so i'm dealing with the in the in

the under bubble unhealthy dangerous non inclusive aggressive the
00:03:36
here is we we actually should have a closer look um i know um

the city as a complex system um is
00:03:48
social into relations and interactions in

interval than with infrastructure with environment with the economy with people
00:03:59
um with politics or design or development and mobility and
00:04:03
so on and so on so that's the complexity

we would like to to deal with and we have the feeling

we we we we cannot longer controlled these entities just

like planning um there so i'm highly complex process is uh

taking place on the micro and macro level um that

at least we should start to understand before we who might start to control

it to understand what is going on we have to comprehend and

fox of a properly i'm describing these

dynamics and these complexities um

in order to be able to develop lasting concepts um of the
00:04:54
development of human living spaces and that's what we're gone

what we need be true mobility when need

human well being um instead of only going for growth

so the question is how do we do that

um quote are consistent dealing with a very broad sense

since we are architects written design is um

spatial planner as um landscape plus but we are a very closely related to

um many other disciplines working in the uh in the university

on um metropolitan research uh starting from will believe

he social and cultural sciences have um

structural design um modelling and of course design issues too

so um as we see the urban development this

is a two trans disciplinary uh issue

just let me let me show how we we want to present this in the in a very um

easy graphic we what would like to start with the historical development but just

one slide or two slides do how this whole essentially region developed

um uh do we want like to discuss the status will
00:07:10
and uh well um evaluate this and then we have a couple of um
00:07:16
issues are represented by my teen and mates and um we
00:07:22
would like to talk about the the um mm
00:07:28
business as usual scenario would like to just um the
00:07:34
highlight what is going on there to deal with the
00:07:38
objectives and take also called collaborative city scenario
00:07:48
so the rule area is a special area um
00:07:53
yeah that's our our region we're want to deal with let me give
00:07:56
it give you a very short not show a introductory um
00:08:01
in the nineteenth century um this was a um in the beginning
00:08:05
of the nineteenth century this was a small cities and
00:08:10
really touches and agriculture and once they phone call uh
00:08:14
uh they start the to the the coal
00:08:17
mining a melted steel and this was a very
00:08:20
fast growing process in terms of economy
00:08:24
a population a while i'm at of course
00:08:30
um population growth where a eighteen eighteen that were in this
00:08:35
region the one a hundred and fifty thousand people leaving
00:08:39
and um in in and one hundred fifty years
00:08:44
later um it was five point six million
00:08:49
uh so um at that time this was a a kind of
00:08:53
high speed of innovation um a in the nineteenth century
00:08:59
um with a a minnow at high speed train with
00:09:05
no smarts uh uh phones with uh uh uh
00:09:09
beginning of the the steam engine uh today in china it's much faster but you could compare
00:09:16
the way and now they have a laser and smart phones and high speed trains and
00:09:21
and yet so uh you can you can uh see how this region
00:09:26
developed from a agricultural the region today it's a c. d.

without the name because you can you cannot find it on the on the map by name your have may be uh
00:09:40
uh ten big cities it's many cities many
00:09:44
cultures many agatha artificial industrial landscapes
00:09:48
uh with a artificially developed the hills and valleys the valleys by
00:09:55
by the the mining and collapsing rocks l.'s filing

uh up the waist and ever is uh with no useful
00:10:04
calmly so that's that's what what's happening there and um
00:10:10
in the abortion you see the growth of the uh of
00:10:14
population and in the lower um um the bottom
00:10:19
you see the faces the the phases and uh which it goes

to to anoint is this the first big big uh
00:10:29
a bar is is uh is the bar to to the first world war then there was the war
00:10:35
phase uh the third phase was after the war
00:10:40
and then the mining went down and uh
00:10:43
what a class i collapsing and this was the

uh after a nineteen nineteen you by ah

um cultural capital of euro up uh and how the the city
00:10:55
of isn't is european green capital et cetera et cetera so

is a a shrinking population over so you
00:11:04
can see the fragmentation quite well here

um this is a on the left and you can see the rhino and the rubber

on and on the right hand to the is the city of portland and it's
00:11:17
it's a brownfield it is as greedy ages h.'s housing it is um
00:11:25
on industry um it is a lot of infrastructure

oh come from from that era of that time warner out industrial and landscape
00:11:37
and
00:11:39
oh i don't have to use the word fragmentation but you can see here is actually no no
00:11:45
really a any pattern you can see here unless use this as a pattern um

no uh let me um let me to uh talk about these uh is

six issues a six topics uh i would like to highlight um
00:12:06
um these are participation inclusion and housing
00:12:11
it's it's health it's mobility
00:12:15
it's energy and its structural change um and i would like
00:12:21
two
00:12:23
for for every topic i would like to uh use three
00:12:27
slides um the describing the status quo um kind of
00:12:33
highlighting work can what will happen uh with the business as usual
00:12:38
and then um to try to define objectives for the collaborative c. d. s.
00:12:46
mario one um which means uh what could happen what should happen
00:12:53
in order to overcome the pow awfully all
00:12:56
thinking the fragmentation of all these four
00:13:01
uh all these six um issues uh listed on the right hand side
00:13:07
um first of all participation let me start with
00:13:11
the participation issue it's not the participation um
00:13:15
um in the in the the only the democratic meaning a it's also
00:13:21
a way to enable experts and local communities
00:13:25
to come together to collaborate um
00:13:29
the transformation of space um or a city so
00:13:34
um of course participation is regulated in
00:13:38
the in the so called powers it to the planning planning or in in germany
00:13:43
but um as we know participation is quite old fashioned um
00:13:48
it's sometimes a a good for neighbourhood but
00:13:52
it's it's huge for a large groups
00:13:55
and uh the usually everybody knows um the the attitude of the planners
00:14:00
we know better uh let them come and we listening but
00:14:04
then we turn around and uh uh do our thing
00:14:08
so uh i'm i'm quite mean here but i uh i try to kind of a cheesy little um
00:14:16
okay um the the uh the question is um
00:14:21
there is no collaboration um who on
00:14:25
the neighbourhood level it anymore i if we do the uh business as usual um
00:14:32
a track and this will be weakened the regional identity maybe
00:14:37
the the neighbourhood identity and this well in the future increase regional fragmentation
00:14:44
but remember the cities are joining adjoining each other they joined uh
00:14:50
five kilometres you on the next city so they actually belong to each other uh um
00:14:59
what is missing um uh and therefore we need to increase that is the horizontal
00:15:05
um uh ties among this uh municipalities and also
00:15:10
vertical ties uh uh which means we need to integrate
00:15:15
the in different actors the different stakeholders in in the
00:15:21
um development process so in order to to increase the
00:15:26
um the institute strength from uh the collaboration um
00:15:33
the statement is which spatial structure can enable and
00:15:38
sustain a proper exchange of ideas um
00:15:43
exchange knowledge among the various players of the war region
00:15:48
the key is is it a physical or digits is digital space or maybe a
00:15:53
a hybrid of the two because everybody knows the digital dictation off um
00:16:00
cities is going on and uh actually today we didn't talk
00:16:04
about that but this is very close uh uh the
00:16:09
knocking on the door and um the industry uh the big company is
00:16:14
of of it all these companies are doing it already uh
00:16:17
just waking uh uh when we uh already uh
00:16:24
next topic um the inclusive neighbourhood it's um second topic
00:16:29
uh the bar was of course successfully um and they built
00:16:34
and a series of of very nice uh projects
00:16:39
of the um the reusing industrial buildings in a long we ensure the valley
00:16:45
but this was kind of well i don't want to talk about helicopter architecture but this was nice scene
00:16:52
but it was there was no bottom up idea it was weak peak because we've been able
00:16:58
the small and the nose of the area in p. e. in job as a at that time um
00:17:05
and the there were the not part of the process off the written
00:17:09
development and regeneration so the consequences is included we did here
00:17:13
unemployment rate uh today in isn't twelve point two girls in collision
00:17:19
the fourteen point five in or else you sixteen so that that's really a lot in the middle of europe um
00:17:27
uh and in other parts of the job any it's maybe one point five so this is really um
00:17:33
not very balanced um one of the main characteristics off the fragmented society in space
00:17:40
into what is the the welfare stare is state which is still constraining
00:17:46
uh possibilities fourth so self determination so we we need to
00:17:51
deal with public spaces in the but without character
00:17:54
um we need to to um the push for
00:17:58
what the the micro the economic opportunities
00:18:04
so the or uh the the the objectives are um and
00:18:10
to be very short we need um the multi
00:18:14
level or governance process is not on
00:18:17
c. d. a whole uh we need um the small
00:18:21
scale and entrepreneurs in order to push that
00:18:24
region forward into eh strength of the identity of the region not only of of of one
00:18:30
one is city or even one socket up um and and uh there's a
00:18:37
lot of talking about the equator creative neighbourhood it's in the where
00:18:41
yeah but eh it's very the the creative people are very far so
00:18:45
it's it's really very difficult to push that fork so um
00:18:50
that's actually what we need for an inclusive city
00:18:55
ah on neighbourhood level but even about that
00:19:00
um the statement for this is um
00:19:04
uh for the future um eh in the was neighbourhood
00:19:09
scare uh we need more inclusion maybe governance process
00:19:13
um in order to get these depressed neighbourhood um
00:19:19
a into a kind of regeneration process uh
00:19:22
uh and carriage by uh the these michael opener ships and uh
00:19:28
uh using all these abilities of the population um
00:19:38
talking about how
00:19:40
usually architect and or find as a do not talk about health
00:19:44
uh and uh actually that i think this is a
00:19:48
uh the this is a big mistake the they they uh
00:19:53
build buildings they planned neighbour who does but uh they do not look uh ten
00:19:58
years uh after they built that uh how the people feel about a
00:20:03
happy are they getting getting a uh no wait bye bye bye cars et cetera et cetera
00:20:10
so um uh before we say the city makes you
00:20:15
sick um and um these chronic disease are
00:20:20
um whether actually it can be seen as a new epidemic um
00:20:24
there was it a of once upon a time why could say uh there was a comp corporation
00:20:30
but between written designed as and um public health
00:20:34
professionals um actually this this this is
00:20:37
the the the beginning of the profession of urban planner or city planners uh
00:20:42
uh some a hundred years ago a budget fifty years ago
00:20:46
it stopped so um we have to fight that um
00:20:51
are these chronic diseases and we're working together with the m. p. don't daniel just and this
00:20:57
is being proved uh quite well so um it we need to uh mm mm
00:21:05
we use um the health iniquity in sustainable development and especially this uh
00:21:10
this region uh we have a lot of areas which are really
00:21:14
not very much balanced uh we have to ensure safety in the city and we have as
00:21:20
architects designers um and urban plan as
00:21:24
design healthier more sustainable city
00:21:27
including the walk ability of the city uh in order to enable
00:21:33
a healthier and um and um behaviour and uh uh
00:21:41
therefore the the statement as we are actually in the hand of urban designers planners and
00:21:47
decision makers whether the work cities become source of help or help that of diseases
00:21:56
this is just uh uh this this statement for that part a healthy city
00:22:03
um
00:22:06
i've been mentioning mobility a a walk ability um
00:22:10
well he's part of mobility a topic um
00:22:16
we need to um well i don't need to talk about
00:22:19
whether the car dominating public space i don't want to
00:22:24
two of them continue with the famous not mental um the about
00:22:28
the car oriented city uh i think uh cut that short
00:22:31
um but the public spaces cars space and um as for
00:22:36
parking and driving but not for people so um
00:22:40
um first we shape the cities and that the shape bass
00:22:44
uh what we have shaped the city for the car
00:22:47
uh we as human beings have a bedtime here that the the cities um the
00:22:53
objectives um who i think we need to rethink um current mobility patterns
00:23:00
uh we don't where we can talk about uh electric cars uh autonomous cars we can
00:23:06
talk about bicycles but we have i think that they they has to be
00:23:10
a general discussion about mobility uh and the data actually this topic has been
00:23:15
touched before or already so i'm here are some key words um
00:23:21
uh promote we need to promote active mobility and now we
00:23:25
get the uh the book back into the house
00:23:29
an active mobility our life style is to sit in cherry we
00:23:33
sit too much uh this is very unhealthy because human beings
00:23:36
are made for walking not for sitting in the car um but
00:23:41
this has a lot of the consequences in terms of
00:23:44
of a better city because or better climate reducing c. o. two
00:23:49
emissions uh increasing economic value of houses uh reducing
00:23:54
noise in air pollution et cetera so
00:23:58
active mobility is important for um not only for uh
00:24:06
happiness or well being it's also good for climate for economy et cetera that's it
00:24:11
so the the key she sent is is only
00:24:16
like collaborative way um we can decide
00:24:19
and act on the question whether or of the cities become cities for people or
00:24:25
um and places for sort of for for cars and traffic
00:24:31
yes yes yes yes yes and um so no of the five five or six more
00:24:40
okay um
00:24:43
let me get into the
00:24:46
the energy i topic um
00:24:53
status quo um and there are lots of um um energy companies
00:25:00
in this where um every city had it has its own a company uh it's again
00:25:07
fragmented they do not work together um um so the energy infrastructure is not
00:25:15
working across municipal borders um there are
00:25:19
countless of independent projects the um
00:25:23
i could say well this is the only one not actually um and
00:25:29
there is an incremental ism without any concept or without any perspective
00:25:36
um
00:25:37
we need to do do you think of an electrification all
00:25:44
sectors um the we have to link the sectors
00:25:48
we need to um digital lies a a or use the potential of the digitising
00:25:55
the management of the energy um we need it to have a close to murder
00:26:02
uh attitude instead of saying whether that's because you well let's
00:26:06
add approach that that person all that family um um
00:26:12
but the question is is it private what is it like in the very and the um
00:26:17
do we have a a i mentioned that already do have of a bad organising or energy distribution
00:26:24
uh for us and making a lot of money or a bit uh do we have um uh the
00:26:30
the the the public um the general public i'm
00:26:34
doing it uh it bringing it together so
00:26:37
uh if there will be a public journalistic digital approach for this
00:26:42
probably said freak region uh we need a systemic change um
00:26:47
and haven't inter sectoral energy system uh and finally the structural change um
00:26:55
it work up to the end um uh
00:27:00
to we if we have a in this yeah yeah we have a wrap itself
00:27:05
any disadvantage um there s. it bundle of um so
00:27:11
um it and we need to uh um
00:27:16
you lose the self organisation capacity i'm alone um
00:27:22
and then it will really um when you have a horrible
00:27:27
development um because uh the existing deprived neighbourhood well
00:27:32
for the go down and um um the ethnic
00:27:37
and economic sector generation well i'm i'm
00:27:41
raise in these areas um therefore we say um we
00:27:47
need objectives um the we need to uh
00:27:53
the neighbourhood is in c. d.'s and reach the that part of that region which are being structured through
00:27:59
an accumulation of actions and decisions made on all spatial scales not only is it a scale
00:28:05
uh the of course this is again collaboration on the lower the scale um
00:28:11
um we need to reveal the relative uh endured dependency between the
00:28:16
factors on all scales and again this is a social economical
00:28:21
et cetera et cetera uh always level i was uh the issues i mentioned before
00:28:27
um so the question is are we going to acknowledge and
00:28:30
celebrate each and every uh city uh or they but
00:28:35
as a distinctive a function of them were um um
00:28:40
mm what can we do with all that to have one strong uh alliance
00:28:46
um the the last slide is is again a
00:28:50
while it that but the small about um
00:28:55
the all these questions i have been putting up before i would
00:28:59
like uh to to the um to show again um
00:29:04
uh uh this is uh actually the need to combine all issues and their respective
00:29:12
uh uh questions i don't know the issues are seen still
00:29:17
separated um uh from the the and from from
00:29:24
angles but but we know that there are lots of inter relations um
00:29:30
uh between the topics positive and negative feedbacks i mentioned
00:29:34
a couple of feedbacks like a mobility and
00:29:39
um health um mobility and
00:29:43
energy mobility and um
00:29:48
inclusion and housing so when all these phenomena need to be
00:29:53
taken into account we have to understand these into relation
00:29:57
uh when thinking interim systems um when we want to change something here
00:30:03
uh we need to have this into account uh otherwise
00:30:07
uh we are doing something in one corner
00:30:10
and all of that and the other corner is something happen i mean we do not want
00:30:15
like the phenomenon of the car oriented city now we have that much uh
00:30:21
we have our cars of the c. d. but people are getting unhappy
